Prod and Dev tenants sharing the same functionality x 3

Hi,

I currently have a prod/test tenant configured under a Team and set to B2B Essentials. Both share the same functionality and it costs $150/mon. I now need the same set up for 2 more lots of 2 tenants - Tenant B Prod / Tenant B Test, and the same for Tenant C. I mistakenly thought I needed to link them to the Team but this just seems to try to add them all under one subscription and now warns me I’ve gone over the quota. How do I set up 3 x B2B Essentials subscriptions for each prod/test pair?
