The Reset Password feature is supported in the free plan. Could you please search the Tenant logs and confirm if there is any error when sending the email out from Auth0? Additionally, if your tenant has set up a custom email provider, such as SMTP, please also check the SMTP logs.
The suggestions given in this FAQ explains a few places where you can troubleshoot such issues.
