New users not showing on Dashboard

This morning, October 28th, I added four new users and I can see they were successfully added in the logs but they are not listed in the dashboard.

If I try to use their email addresses to create an account, it says it already exists; however, I can not see them listed in the Dashboard.

The last user was added to the dashboard on October 25th.

I know this has been an issue before; however, I could not find an answer as to how to solve this last time, so I am adding a post here. Hopefully someone is also having this problem.

Update. The users are now visible in the Dashboard. They showed up an hour after I noticed they were not visible.
