Importing users from one tenant to an other with passwords

Hello,
Im trying to copy users from one tenant to an other. I’m using bulk export from tenant1 to get the list of users i need and making a json file to bulk import the users to tenant2, i would also like to import the passwords of these users from tenant1, i figured through this community i wouldn’t be able to do it, can you guide me, what would be a better to move bunch of users from tenant1 to tenant2 ?
