We have invited a new user as a tenant admin to our Auth0 tenant. We use google authentication to sign in. This user is getting an error indicating app_not_enabled_for_user. Our other tenant admins have not had this issue. Is this an Auth0 issue or a Google issue?

It looks like this error may be due to your Google Workspace settings.
