Currently when someone gets blocked and they are not a user. They get blocked by IP address. So if you know the IP address then you can unblock it through management API. However, there is no way to search for a list of blocked IPs.

While there is no endpoint to directly list the current not-users blocks, an alternative approach to notify admin would be to leverage custom log stream using webhooks - Create Custom Log Streams Using Webhooks.
