Change the email provider to custom in private config (RTA) Tenant

Problem statement

We want to change the Email Provider to a customized option in the config Tenant (RTA or Root Tenant Authority)

Cause

All of our Admin users have “Editor - Users” role and can’t change the configuration.

Solution

In short term, we don’t plan on allowing our customers to change the email provider for the RTA.
