Not sure to be honest what encoding we use. Let me reach out to the team and get back to you with an answer!
Possibly because, when URL decoded, %1f is an ASCII control character which would not normally be allowed in a URL.

Could you provide more context around it, is this not allowed from the Dashboard? from the API v2 /clients endpoint? or in the authorize flow?
