User that created tenant has left company - locked out of account

We have tenants for all our environments. A senior dev created a prod tenant and didn’t invite anyone else as an admin. They left the organization. Their email address is an alias of mine but I do not receive any email when initiating a password reset for their user. We need to cancel the account.
