Currently, SparkPost is available as a Custom Email Provider but it does not supports SparkPost for EU region.
It would be great to have support for EU region too. According to SparkPost documentation there is no difference between those two, except for domain names and endpoint addresses.

It looks like sparkpost EU uses a different endpoint and that is why it is not supported at this time.
I think you should be able to setup the custom SMTP Provider to serve sparkpost EU, but I cannot confirm since I haven’t tested it.
If you want to see this supported natively then I would recommend submitting feedback, this is how we measure interest in feature requests.
