No deployed action of type custom-email-provider was found

I can not at all get a custom email provider setup. When ever i try to save i instantly get “No deployed action of type custom-email-provider was found”. Even if i click reset! Practically the module is unusable and i can only use the STMP provider. I am surely doing something wrong but what?
