After accepting the invite, it goes to the login page and the loop continues. The account shows up as disabled in the tenant members dashboard.

Sorry to clarify, it goes to login page, he puts in his credentials and it just brings him back to the login page.

From the behavior that you have described above, I believe the user is invited to a tenant that is part of an Auth0 Team. If that is the case the user would have to be invited to the Team first from the team’s dashboard, so you can follow the steps provided in this article - Team Member Invitation Fails and Enters Dashboard Login Loop.
