Missing verification email - bug

I have found what appears to be a bug in user management. When the Verification Email template is disabled, it is still possible to select a user and click “Send Verification Email” (this seems wrong). Additionally, looking in the log shows an entry “Success Verification Email Request”.

The unwary user (me in this case) is left thinking that everything proceeded as expected.
