JSON to base64 for email templates for pixel tracking

Hi, all!
Is some one has experience with converting data from json to base64 in auth0 rules, hooks or maybe in the email templates by liquid syntax?
Maybe some one could advise the better way (where and how) convert data to base64 and provide converted to email templates as user_metadata ?
Need it to implement tracking pixel api

Do you know what version is used by Auth0? Some background on this requirement: We want to add segment pixel tracking in our emails. Tracking Pixel API | Segment Documentation . For that we need to send a base64 of some user metadata. Thanks.
