Incorrect geoip.city_name

Hi.
I am trying to restrict access to the resource by geoip. city_name.
ip - 37.18.23.157 the ip address is registered in Moscow, and Chelyabinsk is displayed.

I checked with an ip lookup and it returned Moscow. However, dependent on what library we are using, it may not be as accurate. You could always deny access based on ip which may be safer. Users technically could use a vpn to bypass the restriction.
