We have a legacy tenant-based B2C Essentials subscription from 2022, still billed at $23/month for 1,000 MAU. This is not an Auth0 Teams subscription.
Does this plan include end-user Pro MFA with authenticator-app OTP/TOTP, such as Google Authenticator or 1Password? I am asking about application users, not MFA for Auth0 Dashboard administrators.
We could not find an official feature matrix for legacy subscriptions. Auth0’s UI displays our subscription and quotas as if the tenant were on the Free plan, yet the tenant has historically exceeded some current Free-plan limits, including the number of Actions and administrators. This is the source of my confusion.
Could someone confirm what is included in this legacy tenant-based subscription or provide the relevant historical documentation?

Your B2C Essentials subscription includes Pro MFA with authenticator-app OTP/TOTP (such as Google Authenticator, Microsoft Authenticator) for your end-users.
It is to be noted that Auth0 structures its end-user MFA features into two distinct tiers: Pro MFA and Enterprise MFA

Pro MFA (Included in Essentials and above): Covers standard, low-friction authenticator factors. One-Time Password (OTP/TOTP) via authenticator apps is officially classified as a Pro MFA factor and is fully included in the Essentials plan

Enterprise MFA (Gated to Professional/Enterprise plans): Includes more advanced or high-volume delivery factors such as SMS, voice notifications, push alerts (Auth0 Guardian), and WebAuthn/FIDO2 security keys
As long as you are using authenticator-app OTP/TOTP, you are fully within your Essentials plan entitlement and will not face overage charges or lockouts for utilizing it.
The discrepancy you are seeing—where the Auth0 Dashboard displays your subscription as if it were on the Free plan despite having higher limits is a common artifact of legacy, tenant-based subscriptions:

Legacy Plan Isolation: When Okta/Auth0 overhauled self-service plans (introducing Auth0 Teams and changing the B2C Essentials baseline from $23/1,000 MAU to $35/500 MAU in late 2023), the commitment was pointing to grandfathering existing subscriptions

The “Free Plan” Visual Bug: Because your legacy subscription does not exist in the modern “Teams-based” billing architecture, the updated dashboard UI sometimes does not map the legacy SKU features. It defaults to displaying “Free Plan” quotas visually, even though the backend billing system continues to honor your legacy higher-tier allowances.
Your tenant will continue to operate under its historical grandfathered entitlements as long as you maintain the legacy subscription active on that specific tenant.
