Created an account, attempted to add an application, then received “Error!
You don’t have permissions to access the resource”. I’m stuck here.

Typically, this sort of error can be temporary and seem to be related to different external factors, such as the browser or an expired cookie.
As a first step, I would recommend logging out and logging back in, then try creating the application once again. Alternatively, start from an incognito window or use a different browser and then retry.
