Is there a way to add links to the application logo as well as title on the universal login screen (classic experience)?
I tried to customize title inside languageDictionary but it seems it only takes title as a string and won’t accept the anchor I added. And I have no idea how I shall add link to the application logo.

There isn’t currently a way to do this. If you would like, you can create a feature request for it here.
Having a user navigate away from the auth flow will only cause issues for you. Places like Microsoft and Google don’t have such functionality either. My advice would be to not pursue this, but that’s just me
