A college has created a tenant and given myself and some of my colleagues access to it as a dashboard admins. In order to complete our investigation into how we might best make use of Auth0 we need to be able to have multiple people able to create applications is there a way to do this?

If you wish to add additional admins, I would recommend doing so here:
https://manage.auth0.com/#/tenant/admins
You can also have app-specific administrators. You can read more about managing admins in the dashboard and steps to do so here: Manage Dashboard Access
