Will rules be deprecated in favor of actions? If so when? I just say one post her in community mentioning second half of 2022. Do we have exact date?

Rules are currently a legacy feature and will eventually be sunset in favor or Actions.
We don’t have an exact date, but it is not H2 2022. Rules are a widely used feature and you can expect lots of notices and a very healthy timeline for migration when the time comes.
I would suggest using Actions if you are working on new flows/features.
