"We could not send the SMS. Please try the recovery code" during MFA authentication

When users login to my application, every so often they report receiving an error as such: “We could not send the SMS. Please try the recovery code”. I have checked the Auth0 logs but there are no errors there, the logs say that the SMS was sent successfully. There are no errors in Twilio as well.

Is there any way to check why this error occurs?
