Users per Application counts for pricing levels question?

If I end up with a native Android client, a native IOS client and an SPA and the same user is authenticating via all three clients, the wording on the pricing pages would indicate that these are 3 users for counting towards the limits, so eventually if you have 10,000 actual users using all three platforms = 30,000 users.

but do registered API’s also count as an “application” so if all of these clients are passing their access tokens to my API, does that impact the user counts in any way ? Just wondering what the long term implications of what is determined to be an Application for user count purposes?
