Terraform: universal login primary and background colors

I’m confused by the terraform resources related to Branding and Universal Login colors. There seems to be two places where the primary and page_background colors can be specified.

• In the ‘universal_login’ block of the ‘auth0_tenant’ resource
• In the ‘colors’ block of the auth0_branding resource.

Which should we use?
