M2M Token Quota Error Even though I have not reached the limit

I am getting an error about reaching my quota for M2M tokens. However, when i look in the usage dashboard, I still have 250+ tokens left. The message in the dashboard just says I am at 80%. Why is it returning a quota limit error?
