Issue with Password Reset Emails for Email-Based Authentication Users During Shift to Password Authentication

Currently we are having OTP based authentication where user receives OTP via email and able to login and sign-up. Now we want to shift from passwordless authentication to email-password based authentication.
Now the user whose already signed up using OTP way, their primary identity provider is set to email and when i am triggering reset password email to them they are not receiving it but rest can.
Can anyone help me this one please ?
