Is MFA included with the Developer Pro Plan?

We have a subscription to the Developer Pro plan, but when I go to the MFA page in the dashboard it says we need to upgrade our plan to get that feature.

So, I was wondering if MFA is still included on the Developer Pro plan.

MFA with Guardian is a Enterprise Addon that is not part of the Developer Pro plan.
