How to do i increase or decrease the rate limit of authentication Api

I need to manipulate the rate limit for the authenticate Api, where can i find the option or api to manipulate it?

As Per My Requirement in need to set up rate limit for Reset password Api “/dbconnections/change_password” .

In 15 mints need to send reset password email upto 3 times.

We do not increase or decrease our rate limits for most of the customers with fixed pricing tier. We can only work on “stretching” those with Enterprise customers.
