How can I copy (in the dashboard) the permissions from one API to another? I’m developing a non-trivial permission set in my dev environment and I would rather not have to repeat the manual creation for my other environments.

Unfortunately it’s not doable via dashboard but you can use our Managemt API to achieve that.
