Hi xxx@emaildotcom, "application' is requesting access to your xxx tenant

In my dev environment I am getting the message "Hi xxx@emaildotcom, “application’ is requesting access to your xxx tenant” at signup of a new user. The application is created in the tenant it is trying to access, so not sure why I am getting this message. Any clues?
