Capture first and last name in new Universal login requires custom domain?

according to this thread Ability to Prompt Users for First and Last Name when using the New Universal Login Experience Signup Flow its possible to modify prompts on the login screen. According to Customize Signup and Login Prompts custom domain is required which in turns means non free pricing plan? Is this correct and why is it then allowed and working on thre classic universal login?

That is correct. You will need to have a custom domain to modify the prompts on the New Universal Login.
