we need to move our tenant from US location to EU due to GDPR regulations . is it doable from admin portal/ tenant settings or in any way?

Unfortunately it’s not doable.You can. read more about it here:
The solution to this is creating a new tenant in the region you want and then using Management API for example to transfer the data.
