We are trying to reply and provide more information to older posts, in case others find the information useful. Based on the description provided, this would fall under an SP initiated Flow, as the intended behaviour would be to send the user, from the SP, to the IdP for authentication. It looks like the request does not reach Okta, so there might be something misconfigured within Auth0, likely related to either the Sign in URL or the Certificate. If nothing is immediately visible and this is a new integration, we suggest setting up a new configuration from scratch, following the steps from the documentation, and observe if the same outcome takes place.
