In New Universal Login Experience, the default MFA enrollment factor should be configurable.
Currently, in New Universal Login Experience, when only OTP and Phone (SMS and Voice) are enabled, the MFA page shows OTP first, and users have to click “try another method” to reach the Phone options. We need a way to make the MFA page show the Phone option first.
Although OTP is arguably the most secure MFA factor, there is still use cases where Phone options are preferred, e.g. when most of the customers are old and are very bad with technologies. Some of them don’t even have a smart phone. It is simply impossible for them to use OTP.
