I’m new to Auth0,

I’m curious to know if I enable multi-factor login, does the user get to decide if they want to use it or are they forced to?

If you enable multi-factor login, then users are forced to use it. But you can configure multi-factor for selected users. So only those users will be affected. More details around this are outlined here.
