I also ran into this issue and it seems like the plans page has still not been updated. I’m assuming the “Free” subscription is just out date maybe? Ya, I think this has changed but nothing on the pricing section. The only difference i see in this test tenant vs our real tenants is that the " Tenant Settings" shows some plans instead of Enterprise connection. So it does not give this error when i deploy to those tenants
