Why User Meta data isn't stored on custom database even if I opt in to choose one

If a Developer Opt in for a Custom database connection, all user credentials should be stored in the defined Database, why only basic information about a user is stored in Database whereas metadata isn’t

I understand you are asking why metadata doesn’t need to be stored in an external custom database. This is because those properties are automatically stored in Auth0, and aren’t required to be stored in the external DB to persist.
