Btw, is each TENANT’s PLAN independent?

Generally, the free subscription is subject to our Entity Limit Policy and cannot be exceeded.
In certain scenarios, there may be features that do not have hard limits, but you may receive reports in the account center indicating that you are over-quota or using features you are not entitled to.
Each tenant’s plan is determined upon creation, depending on whether it was created under a custom agreement (subscription plan) or as a personal account (free).
