User import did not send an email

We did a bulk import of our users through the api/v2/jobs/users-imports API, with “send_completion_email”: true, but the job succeeded without ever sending an email. We’re able to see the job status in Monitoring → Logs, but I want to be sure I read the documentation correctly, and that my account is set up properly. Has this happened to anyone else?
