I have a user that already exists. This same user is sent an org invite. When the user tries to accept the invite and create a password, it says, “Sorry try again later.” Is this a defect?

Usually if user already exists, they should already have a password set and should not be required to create a new one. My thought in this case is that, maybe there are 2 users under the same email address and this causes some issues with the Organization invitation. Even if they have different user_ids, having the same exact email address can sometimes cause unexpected issues.
You can try and send the invitation through the Management API instead and check if it throughs any error codes there. Please check the following documentation for more information on this.
