Universal login page based on country

In our application, we are using new universal login. at the time of login, We want to have different text based on the user’s country. for example, if a user is from Germany we want to display terms and conditions text and if a user is from India I want to display By clicking Sign Up, you agree to our Terms, Data Policy, and Cookie Policy. is it possible with new Universal login? I know in post-login you can show terms and conditions based on event.geoip but I also want to change the text on login-page also.
