Feature: API manage suspicious IP throttling via the management API

Description: We use the open-source auth0 Terraform provider for provisioning and we’d like to contribute a feature so it can be managed in our IaC. However, this does have a prerequisite on the API being available.

Use-case: We have automated tests that trigger the suspicious API throttling which we’d like to whitelist with IaC
