Removing user_id limitation on getting rotating refresh tokens

When hitting the api/v2/device-credentials endpoint, would it be possible to remove the requirement that user_id be included? I have a use-case where it would be very helpful to see all of rotating refresh tokens that are currently active.

I wasn’t able to find a way to retrieve them without user_id through that endpoint.
