If I change the required password strength, will all existing users be required to change their passwords? Or will just new users and password changers trigger this requirement?

I understand you have a question about the impact on your users if you change the password strength in your Database Connections.
The latter. Once you have changed the password strength, your existing users will not be required to change their passwords. They can continue onto your application with their existing passwords. Moreover, new users registering onto your application will need to abide by the new password strength policy that you have chosen.
