Password change email not being sent even though other emails are working

Our Password change email is not being sent even though other emails are working.

Debugging we have done so far:

  • Email provider test emails work
  • Other emails like “Verify account” are working
  • Password Change email is not customized at all
  • No hooks, rules or flows about password change
  • We are using Classic login
  • On select of the “Change password” in the login, the POST to change password is a 200

What am I missing here?
