The screen you mentioned is showed immediately as a result of the reset password ticket being expired so it technically does not go through the hosted reset password page that you can customize through the dashboard. In conclusion, that exact screen is currently not configurable. A possible workaround would be for you to configure a global (tenant/domain wide) custom error page in your account settings; this would mean that the ticket expired error would result in a redirect to the global error page instead of showing that screen. However, you would still have limited information about the source of the error and the global error page can be shown by other reasons so although technically it could address your question you may be limited in flexibility.
