This issue has been reported twice earlier (Convert rules to action help, Help converting a rule to an action) and the only useful response has been that it will be possible when function parity is reached between Rules and Actions. There is now about two months until Rules are completely deactivated and it seems like there still is no way of doing this. Please advice how we should proceed as we have customers authenticating via Azure AD with no way of guaranteeing that they force emails to be provided.
