Free plan: only 2 applications, but Create Application is blocked by the 10-app limit

Hello Auth0 team,

Our development tenant is on the Free plan. We cannot create a separate application for isolated testing even though the Applications dashboard shows only two applications.

Read-only observations on 24 October 2026:

  • Applications: 2 (one Regular Web Application and the generic Default App), with no search filter.
  • SSO Integrations: empty onboarding state.
  • APIs: only the built-in Auth0 Management API is listed.
  • Installed Extensions: no items.
  • Create Application is disabled with: “You have reached the limit of 10 available applications and SSO Integrations”.
  • Navigating away and reopening Applications does not resolve it.
  • The support portal confirms the Free subscription and directs Free customers to this Community.

The Entity Limit Policy lists 10 applications for Free tenants:

Could Auth0 staff help verify the actual server-side client/entity count, explain whether hidden or system-generated clients are included, and correct any quota or entitlement discrepancy? We have not independently enumerated clients through the Management API, so we are not claiming a confirmed root cause. Please advise on a read-only diagnostic path that does not require creating additional credentials or expanding permissions.

Please preserve all existing applications, user data, permissions, and subscription. We are not requesting deletion, repurposing of an existing application, a paid upgrade, or a new trial. We would like to resolve this within the existing allowance.

No email address, tenant identifier, client identifier, or secret is included in this public post. If identification is necessary, please explain the appropriate private support channel.

Thank you.

Hi @academy_dev24

Welcome to the Auth0 Community!

You are reporting that your Free development tenant blocks the creation of a new application with the message “You have reached the limit of 10 available applications and SSO Integrations,” even though the Applications page lists only two applications and no SSO Integrations.

Summary:

The 10-application limit on the Free plan is a hard server-side limit that counts all client entities, including hidden and system-generated applications. The remaining slots could be consumed by hidden Machine-to-Machine (M2M) applications.

Sources of Hidden Applications

The following entities automatically generate hidden M2M applications that count toward your quota:

  • API Test Clients: Creating a custom API (under Applications > APIs) automatically generates a corresponding Test Application;
  • Management API Test Client: Auth0 provisions a default test client for the Management API;
  • Auth0 Extensions: Installed extensions (e.g., Auth0 Authorization Extension) provision background M2M applications to interact with the Management API.

Recommended Actions

To allow the creation of the isolated testing application within your Free plan limit, you must delete unused hidden applications. Before proceeding, we advice that you make a Management API call to the GET /api/v2/clients endpoint in order to retrieve a list of all Clients on your tenant. This should show a full list of all Clients, as outlined by our Knowledge Article on how to Retrieve List of All Applications and API in a Tenant.

Following this, we recommend the following steps in order to manage the existing applications and free up the require additional slot:

  • Check APIs: Navigate to Applications > APIs. Review the Test tab for each API. Delete any experimental or unused APIs to automatically remove their associated Test Applications;

  • Review M2M Apps: Navigate to Applications > Applications. Filter the list by Machine to Machine. Look for test apps tied to custom APIs or the Management API;

  • Check Extensions: Navigate to Extensions. Uninstall any extensions you are no longer using to delete their associated M2M applications;

  • Consolidate: Evaluate your existing web applications. If multiple applications share identical security and credential requirements, configure them to use a single shared Auth0 Application (reusing the Client ID/Secret) to free up slots.

Once a slot is freed, the server-side entity count will decrease, and you will be able to create your new application. Please let us know if the above steps have helped you determine and overcome the underlying issue.

Kind Regards,
Nik
