Feature: Enable US3 region support for Log streams, to work with DataDog integration

Description: Datadog integration receives 403 forbidden error as DataDog integration is using the US3 region but Auth0 only allows US1 currently.

Use-case: This would allow our DataDog integration to better monitor Auth0 services and our other resources.
