Does recreating a user with the same email count as multiple MAUs due to new internal IDs?

We have a great KS that answers your question here → Remove Test Users without Increase MAU but TLDR you’ll need to create a test user with Managment API to keep the user ID the same across all test accounts, otherwise Auth0 will generate a random user_id for each signup increasing the MAU.
