Allow organization metadata to be used when customizing new universal login pages.

Currently the only available organization specific parameter when customizing new universal login pages is the organization name. It would be nice to expose organization metadata as well. Then we can set arbitrary fields on the organization metadata, and use them during customization.

We have a use case where different organizations require variations of copy on the login page.
